Remove suggestion that cave insurance for Expo can be gained by joining the VHO. Becka feels strongly that we should not rely on the Austrian cave insurance. One major claim by an Expo caver could permanently and hugely raise the insurance levels for all Austrian cavers because at the moment their insurance charges must be unrealistically low - online edit of handbook/paperwork.html
